Paul Garrin Chief Information Officer Urban Health Plan
Paul Garrin joined Urban Health Plan as chief information officer in 2019 to oversee information technology, telecom and clinical systems operations at all UHP sites.
He is a hands-on IT leader skilled in the implementation and execution of computerized systems, IT operations, human capital, process improvement, and the engagement of technology professionals. For the past 22 years, he has been an ambulatory, hospital, health system CIO and a multi-industry CIO consultant. His previous IT experience was in the financial services industry where he worked as an AVP, IT Director, project manager and developer. He is highly process oriented with superb communication skills and a focus on IT road maps, architecture, operations, project management, governance, compliance and budget.
Paul is a graduate of Fordham University and has a bachelor’s degree in political science with studies in computer science, and a master’s degree in public affairs with a concentration in statistics. He speaks French fluently.

Billa Bhandari co-founder of VitalProbe, Inc. has thirty-five plus years of experience in building businesses around Banking, Managed Services, Cyber Security, Healthcare, and Higher Education. Billa has strong recognition in the International Biometrics and Cyber Security communities and served on Electronic Crime Taskforce Committee of the USA and is recipient of USSS (United States Secret Services) achievement award.
In 2016, Billa associated with a Japanese startup that was developing Wearable Health Monitoring Device and launched VitalProbe. Over the next few years Billa took over product development to make it market ready, small and non-intrusive wearable device. In 2019, Billa was responsible for getting this product selected for incubation by Dubai Future Accelerator under the guidance of Dubai Health Authority.
In the Education Sector, Billa was engaged universities and institutes including Institute of Life Sciences as a Strategy and Vision Consultant. In 2012, Billa was appointed as an advisor to six new IIMs (Indian Institutes of Management) by Ministry of Human Resource Development, India. Billa often addresses graduating students around the globe on Intellectual Property, Startups, IoT, Biometrics, Risk Management and Governance.
In 2014, Billa was engaged by Midcom Group of Dubai, UAE to build and launch an accredited institute for Fashion and Design Education. As COO and co-investor, Billa was responsible for its launch in January 2017 as The College of Fashion & Design. Billa eventually took additional responsibility as Advisor – Board of Trustees and became responsible for all operations.
Billa has since founded Geneva School of Public Policy, Geneva in July 2017. While building Geneva School of Public Policy, Billa and his associates also initiated the process to acquire Geneva School of Diplomacy in January 2018.
Billa has consulted with several prominent Fashion Institutes such as ESMOD Dubai, International Fashion Academy – Paris, Amsterdam Fashion Academy – Amsterdam, etc. Billa was engaged with ESMOD Dubai in development of their growth strategy and setting up their campuses in Saudi Arabia, Africa (Ghana and Uganda) and India.
In his prior career Billa has worked extensively in Investment Banking and was founder of several companies in Biometrics, Encryption and Managed Security Services. Currently Billa lives in USA and Dubai.
